5) A description of the Contractor‘s quality assurance program
Our organizational processes ensure excellent quality management procedures. We will apply our an integrated program and task order management approach compliant with QMA principles that drives task planning, staffing, organizing, directing, conducting, producing, monitoring, and reporting for each task order, and contract-wide programs to ensure on-time and on-budget completion. We will optimize the effectiveness, efficiency, and quality of delivered services while improving the NAVY SeaPort e CUSTOMERS’s ability to leverage rapid changes in technology. Team GELLA will apply its disciplined management, software development processes, and experience to integrate disparate technologies and capabilities to create systems that respond to the NAVY SeaPort-e CUSTOMERS’ strategic needs.
Throughout the performance of this contract, we will follow a continuous risk management process, which will include identification, assessment, control and monitoring of risks. Our quality assurance approach will help ensure successful management support to ensure on time and within budget delivery, while solving client business needs and mitigating the NAVY SeaPort-e CUSTOMERS’s risks. The GELLA Team proposed QAM will have complete authority to conduct random Quality Audits, and maintain the quality of all deliverables in accordance with the Quality Assurance Surveillance Plan (QASP) and will report to the PM. The QAM will also identify the root causes of variances, and recommend measures to eradicate such variances to the PM and the TOPMs. The QAM and the TOPMs will escalate all issues (to the PM level) that can’t be resolved at their level. GELLA will apply Quality Management Approach (QMA) to perform continuous and on-going Quality Control (QC), and Quality Assurance (QA) on all SeaPort-e CUSTOMERS TO deliverables and ensure that the Ordering Agency users receive high quality IT services throughout the duration of the contract. The QAM has a direct reporting line into the PMO, thus ensuring an independent perspective and a commitment to the highest quality standards in satisfying the customers’ requirements. We will be happy to provide our more detailed QA Plan for this contract on request. We have a rather rigorous QA Plan for our client contracts in place and have been implemented for several client contracts successfully. Team GELLA will also establish a QA Archive as a part of the QA System.
All work products and deliverables, as well as their associated review and approval forms will be placed in binders and in electronic archives for future Knowledge Management. GELLA Team Quality Assurance (QA) Manager will maintain quality of the deliverables on all GELLA Team issued Task Orders. The Core Team Members will be assigned organizational responsibility consistent with the SOW for each Task Order and the GELLA subcontractor team agreement. GELLA will fully integrate its Core Team Members into the planning, scheduling, and reporting requirements for overall operations and for each task. This process will provide a direct control point to fully integrate the Core Team Members as part of the team. From the SeaPort-e CUSTOMERS’s perspective, our Core Team Member company affiliation will be transparent; we will perform as a cohesive team without regard to company affiliation.
